Speaker : Mr Bernard Ang
Bernard is a partner of the Hong Kong office of international law firm Pinsent Masons. He is a transactional lawyer specialising in infrastructure projects, with 28 years’ experience in the field of construction law, and a comprehensive practice advising clients throughout the various stages of a construction project, with a particular focus on initial procurement advice/structuring, contract preparation and negotiation, and has a significant track record in continuing to advise clients, post contract, on project risks mitigation strategies, and dispute avoidance, helping clients achieving completion to targets. Bernard is consistently recognised as a leading Hong Kong construction lawyer in Who's Who Legal, since 2015. Ms Isabelle Chan
Isabelle is a senior associate of the Hong Kong office of international law firm Pinsent Masons. She specializes in transactional construction and engineering matters, and is experienced in drafting and negotiating engineering procurement and construction (EPC), design and build and consultancy tenders and contracts for employers, contractors and consultants in international projects and Hong Kong domestic projects in the infrastructure, waste management and airport sectors. Isabelle regularly advises clients on project and contract structuring and administration, and subcontract management. She is experienced in HKAA contracts and NEC3 and NEC4 contracts.

Mr Hinson Cheung
Hinson is a Solicitor Advocate specialising construction and engineering law. He started his career in as a quantity surveyor before being admitted as solicitor and has since developed a deep understanding of his clients’ commercial interests. Having spent more than 18 years in construction, Hinson is well-versed with complex construction technologies and the ability to interpret technical drawings and specifications and has worked on numerous technical cases and closely with experts of different disciplines such as quantum, programming, structural engineering mechanical engineering, geotechnical and material science. He regularly appears before court as advocate in interlocutory applications and is often entrusted by counsel and Senior Counsel in drafting written submission and preparing for cross examination. He is one of the handful of Solicitor Advocates in Hong Kong who are advocates with competency and advocacy rights comparable to barristers in the Hong Kong courts. Hinson’s practice also includes an established track record of health and safety and regulatory cases and has handled more than 300 summonses and various Magistracy appeals.

Bernard, Isabelle and Hinson will discuss how to pass risks down as a Main Contractor in typical domestic subcontracting, and how the “Security of Payment Provisions in Public Works Contract” (which was rolled out by the Development Bureau of Hong Kong SAR Government on 5 Oct 2021 under Technical Circular (Works) No. 6/2021) Impacts on subcontracting strategy.
