Speaker	:	Prof. K.W. Chau, PhD, FHKIS, FRICS, CIOB Dr. Lennon Choy, PhD, MHKIS, MRICS Biography Professor K. W. Chau is Chair Professor in the Department of Real Estate and Construction, and Director of the Ronald Coase Centre for Property Rights Research at The University of Hong Kong. He served as President of the Hong Kong Institute of Surveyors (2009-10). His main areas of research include real estate finance and economics, sustainable development, and urban analysis. Most of his works are empirical studies with implications for policy makers and practitioners. He received the International Real Estate Society Achievement Award in 1999. He founded Asian Real Estate Society in 1996 and served as the first President (1996-7). He also served as President of the International Real Estate Society (2000-1). Dr. Lennon Choy is a Deputy Head and an Associate Professor in the Department of Real Estate and Construction, and a member of Ronald Coase Centre for Property Rights Research at The University of Hong Kong. His research interests are urban economics and institutional analysis. He had served as guest / associate editors of top-tier urban and housing journals. He is a Council Member and Co-Convener of Education Committee of GPD, HKIS, and the immediate past Chairman of Research Committee of HKIS. He provided public services to Development Bureau, Food and Health Bureau and Education Bureau of the HKSAR Government.

Details	:	The backlashes of Supreme Court decision on Kelo vs New London [2005] in 45 states in the US suggest that applying eminent domains (resumption) for new development not merely for public purposes could be devastating. Against this background, the situations in the New Territories could be even more complicated as significant portions of privately owned farmlands are collectively held by ancestral hall establishments (Tso and Tong). New development could well be at the expense of cultural heritage. In this CPD, the speakers will discuss the problems and suggest some solutions such as land readjustment and land bonds. They will share the findings of an empirical study in Hung Shui Kiu to illustrate how tapping on privately owned farmlands via land readjustment and lands as opposed to land resumption could arrive at win-win solutions.

1.	The registration fee is non-refundable and non-transferrable.
2.	A registration number will be generated for each application. The registration number is unique and non-transferrable. Members cannot proceed to payment if they do not apply the CPD event and obtain the registration number through the HKIS website.
3.	Payment can be made by cheque or by Credit Card (Shanghai Commercial Bank Ltd. / American Express). Cheques should be made payable to “SURVEYORS SERVICES LTD.”. A separate cheque or Credit Card payment instruction form is required for each event/ application. You should write down the registration number and HKIS membership number at the back of your cheque. The HKIS Secretariat will update the payment status and your application will be confirm when HKIS Secretariat receive your payment.
4.	Payment by PayPal is also acceptable. Please register in our web site before the closing date for each event. Please be reminded that if you cannot settle the payment within 7 days from the date the HKIS Secretariat accepted your registration, your registration number will be invalid and your application will be rejected. Your name will not be included in the registration list and you cannot attend the concerned CPD event. (Not applicable for site visit / social event / joint event with other organisation)
5.	An official receipt which must be presented at the event, will be available for downloading from the "CPD Profile" under Members Corners when payment is received.
6.	Incomplete or wrongly completed registration will not be processed.
7.	In the event a Typhoon Signal No. 8 or above or Black Rainstorm Warning is hoisted, the event will be postponed and a new arrangement will be announced. Should the aforesaid warnings be lowered 4 hours before the event, the event will proceed as normal.
8.	If you have not received any reply from HKIS Secretariat within 7 days of the event, you may call the Secretariat at 2526 3679 to check the progress of your registration.
9.	The HKIS reserves the right of final decision and interpretation in the case of any disputes.
